my regular headlights on my lincoln navigator doesn't work. my high beams do work. What is the problem?

Your low beam bulbs are out. Get them replaced for like 40 bucks at an auto shop. l got blue bulbs installed in my Saturn, that was the price after install.

FUZE by law highs and lows are on separate fuzes.

That is normal failure.

There are 2 filament inside each bulb (high and low).

Likely the relay.

If it is one headlight then its the bulb. If it is both of them then it is a relay

High and low beams run from the same fuse.

its not uncommon to have them go out same time or pretty close. l am not aware of seperate fuses but check into that as well your owners manual will list all your fuses.

need to replace your combination switch,,what your getting is only the passing light ,which is on high

You can see by all the that nobody knows what the hell is wrong. A mechanic can figure it out in about 15 minutes.
