Yes, the water is going to be hot everywhere after it runs. Water pumps are bad if they leak water on the ground.

Is it over heating?
The coolant does get hot.
Flush out the system & refill it.
Try replacing you thermostate.

A water pump has a weep hole built into it right behind where the main shaft enters the body of the water pump. When the pump fails, coolant leaks from this weep hole.
What symptoms are you having that leads you to believe the water pump has failed?
