Run a carfax (carfax.com) on it first that should allow you to pin point a likely state. Then contact that state DMV and tell them your interest in buying that car but before you buy it, you want to know if there are any back fees, can they run a printout for you? Some states that works fine if not, a paid registration service in whatever state you discover would do it for you also.
