l had a similar problem on a 2001 Caravan and replaced a resistor block behind the glove compartment.Does the Lincoln have something similar?
Would anyone know where the resistor block is located on a 91 Lincoln Town Car?

It sounds like the switch is worn on the lower settings.

Most likely the switch but the high and low do work on diff circuit.Due to the fact that the fan pulls so many amps on high.only one fuse .

Yes it is similar to your Caravan. Most vehicles have the same system for fan speed control. On some vehicles, the resistor block is attached to the switch, some it is remote.

You are correct, it is the resistor. When it goes bad it will only work on high.

l believe the resistor is under the hood on the heater case
